High is usually used to describe a state of mind. If you just graduated from school, watched your team win a game, or won the lottery, you’d definitely be on a high.
(High is also used with regard to drugs. When someone uses drugs, they are often doing it so that they feel high.)

Well, for “high”, I think this represents the etreme or maximum of the character. Or we may say the clearest demonstration of the heroin’s characteristic the actress performs. Must be not far from the answer:)
